यस्तो छ प्रधानमन्त्रीलाई अमेरिकी विदेशमन्त्रीको पत्र

काठमाडौं, ५ चैत । अमेरिकी विदेशमन्त्री माइकल रिचार्ड पोम्पियोले प्रधानमन्त्री केपी शर्मा ओलीलाई पत्र पठाएका छन् । जसमा अमेरिकाका नेपालसँग रहेका स्वार्थहरु घुमाउरो तरिकाले उल्लेख गरिएको छ ।

जसमा उत्तर कोरियाविरुद्ध राष्ट्रसंघीय सुरक्षा परिषद्ले लगाएको नाकाबन्दीको नेपालले समर्थन गर्नुपर्ने र तिब्बती शरणार्थीलाई पक्राउ गरी चीन फर्काउन नहुने सर्त छन् ।
‘प्रिय प्रधानमन्त्री, सन् २००६ मा त्यतिखेरका विदेशमन्त्री राइसलाई तपाईंले भेटेकै कोठामा परराष्ट्रमन्त्री प्रदीप ज्ञवालीलाई हालै भेट्दा मैले हाम्रो सम्बन्धप्रति अमेरिकाको प्रतिबद्धतालाई पुनः जाहेर गर्नुका साथै असल साझेदारी विकास होस् भनी शुभेच्छा प्रकट गरेको थिए“,’ पोम्पियोले पत्रको सुरुमा उल्लेख गरेका छन् । त्यसपछि उनले प्रधानमन्त्रीलाई नेपाललाई अमेरिकाले दिन राजी भएको ठूलो रकमको सर्त पालना गर्न घुमाउरो पारामा आग्रह गरेका छन् ।

‘परराष्ट्रमन्त्री ज्ञवालीसँगको मेरो भेटघाटमा पचास करोड अमेरिकी डलर (करिब ५६ अर्ब रुपैयाँ) को मिलेनियम च्यालेन्ज कर्पाेरेसन सम्झौतालगायत अन्य केही महत्वपूर्ण प्रतिबद्धताले ठोस आकार पाएका थिए,’ पोम्पियोले लेखेका छन्, ‘उत्तर कोरियालाई आणविक हतियार त्याग्न बाध्य पार्न राष्ट्रसंघीय सुरक्षँ परिषद्ले लगाएको नाकाबन्दीलाई समर्थन गर्नेलगायतका नेपालको अन्तर्रा्ष्ट्रिय दायित्व पालना गर्ने आश्वासन दिएकामा मैले त्यतिबेला मन्त्री ज्ञवालीको प्रशंसा पनिगरेको थिएँ ।

ओली आफैं पनि कुनै समय राजनीतिक बन्दी भएको प्रसंग उल्लेख गर्दै दोस्रो अनुच्छेदमा पोम्पियोले तिब्बती शरणार्थीको अधिकार रक्षा नेपालले गर्नुपर्ने र तिनलाई जबर्जस्ती चीन फर्काउन नहुने उल्लेख गरेका छन् । शरण माग्न आएकालाई चीनतिरै फर्काइदिँदा तिब्बतीको जीवन, धर्म, संस्कार र भाषिक स्वतन्त्रतामा खतरा उत्पन्न हुने एक पेजको उक्त पत्रमा उल्लेख छ । तिब्बती शरणार्थीको अधिकार रक्षा अमेरिकाको एसिया प्रशान्त क्षेत्रको रणनीतिसँग जोडिएको प्रसंग पनि पत्रमा घुमाउरो गरी व्यक्त भएको छ ।

पोम्पियोले खुला र स्वतन्त्र इन्डो–प्यासिफिक क्षेत्रका पक्षमा आफ्नो देशको विशेष जोड रहेको उल्लेख गर्दै त्यसले हरेक देशको समृद्धि, सार्वभौमिकता तथा सुरक्षा प्रदान गर्ने हुनाले नेपालको हितमै शरणार्थी संरक्षण कार्य हुने धारणा राखेका छन् ।
परराष्ट्रमन्त्री ज्ञवालीले गत डिसेम्बरमा अमेरिका भ्रमणका बेला समकक्षी पोम्पियोसँग भेटवार्ता गरेपछि अमेरिकाले नेपाललाई एसिया प्रशान्त क्षेत्रको रणनीतिक साझेदार भएको घोषणा गरेको थियो । त्यसबेला ज्ञवालीले आफूलाई नेपाल भ्रमणको निम्ता दिएको र त्यसबाट आफू सम्मानित भएको पनि उनले प्रधानमन्त्री ओलीलाई लेखेको पत्रमा खुलाएका छन् ।
नेपालमा तिब्बती शरणार्थीप्रति अमेरिकाको चासो रहँदै आएको छ । शरणार्थीहरुलाई चीनविरुद्ध उचाल्ने काम गरेको समेत आरोप लाग्ने गरेका छ । यसपटक खुला रुपमै अमेकिारले शरणार्थीप्रति चासो देखाएको छ ।

यस्ताे छ पत्र-

Dear Mr. Prime Minister :

Congratulations on the completion of your first year in office, a particularly auspicious anniversary after the 2017 elections that constituted a milestone on Nepal’s democratic journey. When I met with Foreign Minister Gyawali recently, in the same room where you met with then-Secretary Rice in 2006, I reaffirmed the U.S. commitment to our relationship and conveyed our wish to foster a genuine partnership.

My meeting with Foreign Minister Gyawali consolidated some important commitments, including the paramount importance of ensuring the $500 million Millennium Challenge Corporation Compact moves forward according to the agreed-upon principles. I also appreciated Foreign Minister Gyawali’s assurance that the Government of Nepal would uphold its international obligations, including the binding agreements that govern our bilateral assistance and the UN Security Council sanctions compelling North Korea to abandon its nuclear program.

Recognizing your own experience as a political prisoner, I welcomed Foreign Minister Gyawali’s reassurance that Nepal would continue to protect the rights of Tibetans in Nepal, particularly the principle of non-refoulement, which ensures that individuals will not be returned to a country where they face serious threats to their life or their religious, cultural, and linguistic freedoms. As Nepal strives to realize the fruits of peace and political stability, I believe it will become increasingly apparent that the U.S. emphasis on a free and open Indo-Pacific region, providing for the prosperity, sovereignty, and security of every country, is very much in Nepal’s own interest.

I was honored by Foreign Minister Gyawali’s invitation to visit Nepal. Both the American and Nepali people have high expectations for our relationship. As we look to elevate U.S.-Nepal ties, let us move forward in a spirit of genuine partnership, not only in the tone of our public comments but also in the progress we make through concrete action on our commitments. I have charged Ambassador Berry with ensuring we deliver on those expectations, including by demonstrating tangible results in the coming months.
